As a brand-new pollution prevention strategy, cleaner production is the only way to practice Scientific Outlook on Development, build a resource-saving and environment-friendly society and realize the sustainable development of economy and environment. Cleaner production audit is an important measure to promote cleaner production, a systematic analysis and evaluation of energy saving, consumption reduction and pollution prevention in the running industrial production process, and an effective means to protect the environment, start from the source and control pollution in the whole process. Its fundamental purpose is to promote enterprises to consciously carry out cleaner production, improve the utilization rate of resources and energy, reduce and avoid the generation of pollutants, protect and improve the environment, safeguard human health and promote the sustainable development of economy and society. In order to implement the Law of People's Republic of China (PRC) on the Promotion of Cleaner Production and the Regulations of Shandong Province on the Promotion of Cleaner Production, Dongying Fangxing Rubber Co., Ltd. carried out cleaner production audit according to the Interim Measures for Cleaner Production Audit.◆ Functional areas and environmental standardsThe location of the company belongs to the second-class standard in Ambient Air Quality Standard (GB3095-1996); The surface water bodies in this area are mainly prepared rivers, and the surface water is subject to Class V standard of Environmental Quality Standard for Surface Water (GB3838-2002)Ⅴ). The groundwater evaluation grade is Grade III; The acoustic environment shall be subject to Class II area standard of Quality Standard for Acoustic Environment (GB3096-2008)2).Wastewater: The wastewater discharge part shall comply with Table 4 of Comprehensive Discharge Standard of Water Pollutants in Xiaoqing River Basin, Shandong Province (DB37/656-2006) and the Notice on Approving the Release of Four Standards, such as Comprehensive Discharge Standard of Water Pollutants along the South-to-North Water Diversion Project in Shandong Province (LQSF [2011] No.35). Notice on Approving the Release of Four Standards, such as Comprehensive Discharge Standard of Water Pollution along the South-to-North Water Diversion Project in Shandong Province, to Increase the Limit Value of Total Salt Content (LQSF [2014] No.7) requires that the wastewater can reach Grade A standard in the Discharge Standard of Pollutants for Urban Sewage Treatment Plants (GB18918-2002) after being treated by sewage treatment facilities and sewage treatment plants in the plant, and the wastewater will be discharged into Yanghe River.Exhaust gas: non-methane total hydrocarbons and particulate matter shall be subject to Emission Standard for Industrial Pollutants of Rubber Products (GB 27632-2011); Odor concentration shall meet the requirements of Emission Standard for Odor Pollutants (GB 14554-93).Solid waste: General solid waste such as domestic waste shall be subject to the relevant provisions in Pollution Control Standard for Storage and Disposal Sites of General Industrial Solid Waste (GB18599-2001); Strictly control waste disposal and treatment, and implement the relevant provisions in the Control Standard for Pollutants in Hazardous Waste Storage (GB18597-2001).Noise: The noise around the boundary shall comply with the Class II area standard in Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises (GB12348-2008).Industry standard: Emission Standard of Pollutants for Rubber Products Industry (GB 27632-2011).◆ Total pollutant control indexAccording to the Outline of the Twelfth Five-year Plan for National Economic and Social Development of the People's Republic of China and the Outline of the Twelfth Five-year Plan for National Economic and Social Development of Shandong Province, the main pollutants to be controlled during the Twelfth Five-year Plan period are SO2, NOx, COD and ammonia nitrogen.The air pollutants discharged by the proposed project are mainly dust, non-methane total hydrocarbons and odor, which do not belong to the total amount control pollutants in our province.The ground cleaning wastewater and domestic sewage of the project are treated by sedimentation tank and septic tank respectively, and then brought into the park sewage treatment plant through the park sewage pipe network for advanced treatment. It is discharged after advanced treatment by the sewage treatment plant, and the total amount of this part is adjusted by the sewage treatment plant in the park.
